STEP 1: IDENTIFY YOUR TRANSACTION TYPE
Dubai RETO handles three main transaction types:
– Sale and purchase (freehold or leasehold)
– Mortgage registration
– Title deed transfer (inheritance, gift, court order)
Pick yours. Every type demands different documents. Get this wrong, and your application gets rejected. Move fast. Confirm your transaction type before collecting papers.

STEP 2: GATHER BUYER DOCUMENTS (SALE & PURCHASE)
PASSPORT COPY
Bring the original. Photocopy all pages with stamps, visas, and personal details. Expired passports? Include them. RETO checks travel history. No exceptions.
EMIRATES ID
Front and back. Must be valid. Expired? Renew first. No Emirates ID? Get a temporary number from the Federal Authority for Identity and Citizenship. Do this now.
POWER OF ATTORNEY (IF APPLICABLE)
Using a representative? The POA must be notarized in Dubai or attested by the UAE embassy in your home country. Original only. No scans. No faxes. Bring the physical document.
PROOF OF ADDRESS
Utility bill (DEWA, Etisalat, du) or bank statement. Must show your name and Dubai address. Less than 3 months old. No PO boxes. No handwritten notes.
SALES AGREEMENT (MOU)
Signed by buyer and seller. Must include property details, price, payment terms, and handover date. Use the Dubai Land Department (DLD) standard template. No handwritten changes. No verbal agreements.
NO OBJECTION CERTIFICATE (NOC) FROM DEVELOPER
Required for off-plan or under-construction properties. Developer must issue this. No NOC? No transfer. Request it in writing. Follow up daily.
TITLE DEED (IF BUYING SECONDARY MARKET)
Seller must provide the original. Verify it at the DLD website. Mismatched details? Walk away. Forged deeds kill deals.

STEP 3: GATHER SELLER DOCUMENTS (SALE & PURCHASE)
PASSPORT AND EMIRATES ID
Same rules as buyer. Originals plus copies. Expired? Renew.
TITLE DEED
Original only. No copies. No exceptions. Must match the property details in the MOU.
NOC FROM MORTGAGE BANK (IF APPLICABLE)
Property has a mortgage? Seller must get an NOC from the bank. Bank releases the mortgage at RETO during transfer. No NOC? No transfer. Seller must clear this first.
SERVICE CHARGE CLEARANCE CERTIFICATE
From the property management company or developer. Must show zero outstanding fees. No certificate? No transfer. Seller must pay all dues before applying.

STEP 4: MORTGAGE REGISTRATION DOCUMENTS
BUYER DOCUMENTS
– Passport and Emirates ID (same as above)
– Proof of address
– Sales agreement (MOU)
– Mortgage pre-approval letter from bank
– Bank’s mortgage offer letter (signed by buyer)
SELLER DOCUMENTS
– Passport and Emirates ID
– Title deed (original)
– NOC from existing mortgage bank (if applicable)
BANK DOCUMENTS
– Mortgage registration application (provided by bank)
– Bank’s power of attorney (notarized)
– Property valuation report (conducted by bank-approved valuer)

INHERITANCE TRANSFER
– Death certificate (attested)
– Legal heir certificate (from Dubai Courts)
– Passport and Emirates ID of deceased and heirs
– Title deed (original)
